Minutes of Meeting

1. Introduction

The Special Meeting of HAPUA Working Committee was convened at the Imperial Mae Ping in Chiang Mai, Thailand, on July 24, 2007. Participants of the Meeting consisted of the delegates from all 10 countries and the ASEAN Secretariat. The list of delegates is given in Appendix 1.

2. Welcoming Remarks

Mr. Ratanapong Jongdamgerng, EGAT Deputy Governor – Policy and Planning, addressed his opening remarks for the Special Meeting of HAPUA WC : Action Plan of ASEAN Power Grid (APG). He extended a very warm welcome to all delegates on behalf of EGAT, the host of this meeting, and to Chiang Mai. He wished the delegates’ efforts would contribute to the success of the Meeting. His Welcoming Remarks is attached as Appendix 2.

3. Opening Remarks

Mr. Saw Win, representative from Myanmar, addressed his opening remarks and delivered the chairperson duties to Malaysia, Mr. Datuk Md.Sidek bin Ahmad. All delegates accepted. The Opening remarks is attached as Appendix 3.

4. Conduct of the Meeting

Mr. Datuk Md.Sidek bin Ahmad chaired the Special Meeting of HAPUA Working Committee.

The meeting agenda was adopted and is attached as Appendix 4

5. Presentation and Reviewing the Drafted Action Plan of APG by WG 2

Dr. Suthep Chimklai, the Project coordinator of HAPUA WG 2 – Transmission briefed the drafted Action Plan of APG which was proceeded on 23rd July 2007.

The meeting extensively discussed on the details of HAPUA Action Plan for APG, especially for “Activities” and “Tentative Timeline”. Finally the meeting endorsed all amendments to the Action Plan prepared by the HAPUA Working Group No. 2 for APG as can be seen in Appendix 5.

6. Other Matter

The meeting agreed to the following matters:
1. The meeting requested the HAPUA Secretariat to coordinate with HAPUA Council Chairman for setting up the Special Task Force of APGCC.
2. The HAPUA Secretariat is asked to circulate the APG Action Plan to the member countries.
3. The APG Action Plan will be presented on SOME meeting by the HAPUA Secretary in charge and by the HAPUA Council Chairman on the AMEM Meeting which will be held on August 2007.

7. Acknowledgement

The Chairperson acknowledged the valuable contribution and good cooperation of all delegates in making the meeting a success. He also expressed his appreciation to the organizing staff for their excellent efforts.

All delegates expressed their sincere thanks to EGAT for the warm hospitality and the arrangement of the meeting.

The meeting was held in the traditional spirit of ASEAN solidarity and cordiality and was then closed with vote of thanks to the Chairperson.
