Minutes of Meeting

  Background

  • APG represents significant cooperation between ASEAN countries to maximize the use of regional power & resources that will result in cheaper and more abundant electricity supply which will ensure more stable economic development
  • The idea of forming the APG was initiated at the 2nd ASEAN Informal Summit on Dec 15th, 1997 in Kuala Lumpur Malaysia
  • In 2000, ASEAN Interconnection Master Plan Study (AIMS) was created in 16th HAPUA meeting in Thailand and EGAT was appointed as the committee leader
  • In 2003, the study results of AIMS was presented in 19th HAPUA meeting in Indonesia
  • AIMS result found that by 2015, the demands for electricity in ASEAN countries namely Indonesia, Thailand, Vietnam and Malaysia will double than they are in 2003. The AIMS also identified 11 sources of energy with high potential:
    a. Thailand-Laos
    b. Thailand-Myanmar
    c. Thailand-Cambodia
    d. Vietnam-Laos
    e. Cambodia-Vietnam
    f. Peninsular Malaysia-Sumatra
    g. Singapore-Peninsular Malaysia
    h. Singapore-Sumatra
    f. Singapore-Batam
    g. Sabah/Sarawak-Brunei
    h. Sabah/Sarawak-West Kalimantan
  • This meeting is convened between the proposed Chairman and Vice Chairman, in presence of the HAPUA Secretariat as a step to prepare for the first utility representative to the APGCC meet. In particular the structure of the APGCC as concluded by the Task Force meeting in the September 2007 will be reviewed and commented. It is proposed that the first APGCC utility representative meet can convene on 29 November 2007 in Baguio City.

APGCC Term of Reference (TOR)

  1. INTRODUCTION

    The Heads of ASEAN Power Utilities/Authorities (HAPUA) Council, being responsible for the effective implementation of the ASEAN Power Grid, agreed to initiate the formation of an ASEAN Power Grid Consultative Committee (APGCC), to facilitate and assist the HAPUA Council in the implementation of the Memorandum of Understanding on the ASEAN Power Grid. THE APGCC is composed of representatives from Member Countries and the HAPUA Member Utilities. The APGCC will promote and support all aspects that will need to evaluate and analyses before the decision can be made by the concern authorities

  1. APPOINTMENT OF MEMBERS

    Each country will designate two representatives to be a member of the APGCC. The HAPUA Council will acknowledge the nominated representatives. The Chairman of the APGCC will be elected by consensus during the first APGCC meeting. The Chairman will hold position for two years; after two years, the position of chairman will be elected by all members. The incumbent may be reelected for a maximum of two consecutive terms.

  2. MEETING AND PROCEDURES

    The APGCC shall have regular meetings, the frequency of which shall be established by the APGCC. Apart from the regular meetings, the Chairman may call for special meetings whenever necessary. Any country, through his delegate in the APGCC may request for the special meeting stating the reason and specific issues that will be discussed. The Chairman will decide the necessity of the requested meeting.

Term of Reference (TOR)

All the recommendations of the APGCC shall be on the basis of consensus of the members. The internal procedures that the APGCC gives itself to function should establish the minimum number of country delegates that should present in the meeting.
The APGCC will organize itself in such a way that it considers best to perform the required tasks. Sub-committee may be established to organize and distribute the tasks, but final responsibility will always reside to the APGCC as collegial body.
The delegates will have no other remuneration for their tasks the one that established by their respective countries. The expenses that will be in incurred by the delegates to assist to the meetings and perform the required tasks will be funded by their respective countries.


4. OBJECTIVES AND FUNCTIONS

The APGCC main objectives and functions shall include:

4.1 Support and promote the relevant studies which includes providing guidelines stated in the Article III (Cross border issues) of the MOU on the ASEAN Power Grid which cover the following concerns: technical, financing, taxation and tariff, regulatory and legal frameworks, electric power trade and third party concerns.
4.2 Establish necessary task forces to conduct the studies
4.3 Prepare annual and multi year action plans for the development of the ASEAN Power Grid
4.4 Report annually the performance, outstanding tasks and issues/problems to HAPUA Council through HAPUA Working Committee.
4.5 Perform others tasks that may be requested by HAPUA Council.

Proposed APGCC Structure

1. At least two members from each country, one each from Utility/Authority and Government.

    a. The Country Coordinator by virtue of post will be the permanent member of the APGCC and each Country Coordinator will nominate its permanent alternate members.
    b. Members from the government are preferably from under the Department/Ministry of Energy. The permanent representative will nominate a permanent alternate member

2. APGCC structure consists of Chairman, Vice Chairman, HAPUA Secretariat and Members.

3. Work Group 2 will be responsible to implement the APG Plan of Action, and report progress to APGCC. The Project Coordinator of Work Group 2 will be co-opted as a member in the APGCC. The Project Coordinator is to nominate his/her alternate member to attend APGCC in his/her absence.

4. The APGCC shall request the HAPUA Working Committee to authorize the APGCC to assign relevant projects to some of the HAPUA Working Groups. APGCC can assign HAPUA Working Committee to undertake any tasks pertinent to APG and the Project Coordinator of the Working Group will be co-opted to the APGCC.

5. Respective Hapua Working Groups shall undertake any tasks assigned by APGCC with priority given to the following cross border issues:

    a. Taxation and Tariff assigned to WG5
    b. Regulatory and Legal Framework assigned to WG5
    c. Financing options assigned to WG6

6. The role of Government representative in APGCC shall be to provide advisory, liaison and support on all matters pertaining to governmental issues and matters.

Other matters

  • The interconnection projects as identified under AIMS shall be re-classified as APG projects, in line with the documentation of the MOU on APG
  • The milestone of the APG Plan of Action need to be reviewed to reflect the targets of the APGCC

Conclusion and next steps

  1. to submit the reviewed APGCC structure to the utility members of APGCC before calling the first meeting of the APGCC
  2. To hold the first APGCC utility members meeting on 29 November 2007, after the closing of the HAPUA Working Committee meeting. The agenda will be;
  • Report on activities that has taken place for the APGCC
  • Amendment to the APGCC structure
  • Membership of APGCC to-date
  • Plan of Action and timeline
  • Report to HAPUA Council and SOME/AMEM
  1. HAPUA Secretary-in-Charge is requested to communicate to Philippines as the host of 7th HWC, on the preparation to convene the first meeting of the APGCC utility members.
